If I Were The President Of Pakistan By Waqar Abro

Crippling democracy, prolonged dictatorship and bureaucratic hegemony have given remarkable blow to the growth of Pakistan. Hence, if i were the President of Pakistan, i would  bring a number of changes in our social ,economic, political, administrative and democratic cultures. Basically, root cause of all a fore mentioned lingering issues is dearth of education in the country. Half populationof Pakistan  does not know about fundamental rights however illiteracy prevails. This, lack of education factor does not create a problematic situation for entire nation but also helping few families to rule us intermittently. Basically,feudal mindset is the bottle-knot of all crisis. Feudal lords, who are also parliamentarians know that  democracy brings political independence but education brings economic and intellectual independence however they always favoured the former and ignored the later. Therefore, a small chunk of budget is always allocated for education  so that people of Pakistan would not get intellectual and economic  independence  and remain slaves of the ruling elite.
Hence, education would have been my one of the biggest priorities if i were the President of Pakistan. For this, i would have allocated lion’s share from Presidency budget on education. Though, it’s the responsibility of the parliament to augment education budget yet i would have started from President house.  Not this, i would also address joint sessions of upper and lower houses in order to draw attention of the parliamentarians that “Sir Syed our founding father once said honour of an state can be achieved through education” and without education growth and development of the country is impossible.
Besides, I would also  take part in policy making process by forming a number of highly intellectual teams of the country.The researchers would have been working in President’s Research Council  and their task would be to research on the remedial measures for the prevalent crisis  and making new policies for the betterment of the country.  I would also visit a number of schools, colleges, universities, and other institutions for assessing the delivery of the service.
Apart from this, i would also have placed right man on the right job.  The plummeting phase or crippling condition of Public sector organizations is mainly due to placement of ineffective and inefficient people on key posts. This trend would have been severely dealt and  merit had been given importance in their placement if i were the President of Pakistan. Placing honest and efficient servants on key posts like Governors,PEMRA Chairman,State Bank Governor,Public service commission chairman and Ombudsman would not  only increase accountability of  civil servants but also elevate service delivery of Public sector organizations. As, Pakistan is created under the principles of Islam which clearly speak of accountability of head of the state.In the light of this  Islamic principle i would have passed an ordinance for accountability of the President. For this, i would also have requested in joint sessions of the parliament to prepare an amendment in the constitution for deleting the immunity clause.
It goes without saying that Pakistani society is heterogeneous and the main reason of losing East Pakistan was ignorance to provincial autonomy. Therefore,If, i were the President of Pakistan, i would have propounded the notion of creating new states rather than provinces on lingual or cultural basis.
The new states of Pakistan would have been given full autonomy and issues pertaining to language or culture could have been diplomatically solved.
Not only this, as i know music plays pivotal role in our lives and can be used as a catalyst for uplifting the sentiments of nationalism prevailing for separate Balouchistan and Sindh in Pakistan. A musical band would have been created in which singers from  all units of the federation would have been given only one task which is to strengthen patriotism or national integration. This, would only only  keep our youth away from demon incarnates vested interests of separatism but also grip roots of the federation.
For political harmony, a number of administrative and structural changes would have been brought in “Council of common interest” and all the political forces had been taken into confidence for the cause of national interest.
For quick service delivery, I would have created an independent ” complain commission” in the President House which had been entitled to entertain complains of the people. I myself would have head the commission and all the Governors and Ombudsmen of the states would have been members of this commission.  All Pakistanis had been informed through mass media that if they witness hypocrisy or malpractice of any civil servant they could easily file an application against the official. This commission would also have increased service delivery to larger extent.
It is also worth mentioning that Pakistan is tapped with natural and human resources which have been ignored since the inception of the country. It is therefore, an step would also have been taken to explore both resources through fair means. This, would not help me to make Pakistan economically strong but also bridge the gap of unemployment.
For economic growth, I would have created “ Pakistan’s Economic Growth Council” through which not only businessman encouraged to build their industries inside the country but also accountability of written off billions of rupees had been carried out. I would also direct to concerned authorities to make vocational institutes and technical training centers in all installed schools for increasing labour force. For creating job opportunities of the labour, i would make a summit with all friendly nations to provide enough opportunities to Pakistani labour force. For welfare of the emigrants , computerised remittance system could also have been made  and all the remitters would have been given enough benefits when they return back to Pakistan.

For political, economic, territorial, and cultural protection i would call “Muslim Summit Islamabad” in which i will request to all heads of the Muslim countries to make “Muslim Union” like European Union. They will also be requested to form military alliance with the name of “Muslims united force” like NATO and Warsaw.  A general law for whole Muslim Ummah could also have been legislated  and Muslim Justice court could also be made to review the issues of Ummah. This block would also be requested to collectively represent the whole Ummah in the United Nations so that onslaughts like Afghanistan and Iraq would not take place in future.
Hence, it can be concluded as  “dreams of IQBAL , vision of Jinnah , thoughts of Sir Syed and actions of Johar” would have been formed together to make a new Pakistan( the land of pure people) but alas when it comes to my untiring mind that “if i were the President of Pakistan” i feel that there is a long way to go. Hence, i sum up the topic with one German poet’s quote “DUCLE ET DECORUM EST PROPATRIA MORI”(It is sweet and fitting to die for ones country)
