This is reply to the letter published in this newspaper that Chairman Sindh Public Service Commission has lost his credibility of holding the authority any more. A press report says SPSC chairman’s son Syed Izhar Ali Shah was not meeting with the age criteria for the Assistant Chief Inspector Stamps post and for this chairman sought special rules relaxation from the then chief minister Syed Qaim Ali Shah.
If spsc is designed to hire near and dear ones of the management then why applications have been sought from the poor and meritorious candidates of Sindh? Chief Justice of Pakistan is requested to look into this matter and bring Chairman SPSC to justice.

Mismanagement, corruption, pathetic political system, education and dearth of political awareness were the main reasons that always prevented Pakistan to emerge as a democratic and well governed country.
Pakistan has been facing these challenges since its teething years. But, since media is free, judiciary is independent, people are intellectually liberated and army is sidelined from politics, Pakistan marks a remarkable success on political, social and educational fronts.
Today, more then 216 political parties are registered in election commission and all of them are willing to contest the upcoming general elections with sheer enthusiastic spirit.
This pluralistic political system and judicial populism, coupled with free media and educated civil society, can make a new Pakistan. It appears from the current situation that status quo mindset is being changed apart from existing style of governance.
To welfare people, a well organized administrative system is need of the hour. And, this can only be achieved by strengthening meritocracy and delivering governance system. Unless merit is not promoted and practiced, the dream of welfare people can never be transformed into reality.
Political parties after coming into power should seriously ponder over the point that they will welfare a common and educated person or their so called Jiyala, Bhai, Choudhry or Tabdeeli Razakaar.

Whenever I write on democracy words of Aristotle come into chamber of my thoughts. ‘Democracy is when the indigent not men in property are the rulers. It is for the very first time that third gender people have submitted their nomination for national and provincial assemblies. It seems that Pakistan is politically flourishing and people at grass root level are being politically mobilized. Participation of third gender people in the upcoming elections is a positive omen.
Their issues pertaining to gender equality, joblessness, identity, and social value can only be addressed if they are chosen as parliamentarians or considered as a part of the system. If the political socialization will go with the same pace, the day is not far when dynastic political system will not exist in the country. Gone are the days when father nominates his son or daughter to emerge as a new political leader.
In today’s Pakistan a third gender can also be a parliamentarian and this remarkable success attributes to Media, Judiciary, Army and vibrant civil society.

It is for the very first time that those who identify as third gender persons have submitted their nomination papers contesting for national and provincial assemblies. It seems that Pakistan is politically flourishing and people at grass root level are being politically mobilised. Participation of people of transgendered and third gendered people in the upcoming elections is a positive sign.
The issues that affect them can only be addressed if they are part of the political system. If political socialisation continues at the same pace, the day is not far when dynastic politics will not exist in the country. In today’s Pakistan a third gender-ed person can also dream of becoming a parliamentarian and this is due to the media, judiciary and a vibrant civil society.

Since the democratic form of the government came into power, Chairman Sindh Public Service Commission had been appointing close aids of senior civil servants and politicians.
As, democratic government has completed its constitutional period, the SPSC has not stopped its legacy based selection system. Recently, a son of chairman named Izhar Ali Shah declared pass under roll no.04288, domicile Sindh Rural, for the post of Assistant Chief Inspector Stamps.
This malpractice story does not end here. Lack of accountability always motivates chairman SPSC to misuse his authority. He has successfully managed to declare pass his another son Syed Shiraz Ali Shah for the post of District Secretary Transport Regional Authority under roll no.7386, domicile Sindh Urban, and a son of Additional controller Zainul Abidin Chandio under roll no.8170. Out of 3000 candidates of Sindh, these only two competent belongs to family of spsc management, Pooh!
When absolute power is in control then why to stay silent? Recently, a post of deputy controller examination has been vacated in the SPSC for which 7 candidates nominated.
Among them, the most suitable one has been considered Jumo Khan (Additional Controller examination) whose son along with chairman’s son declared passed for Secretary District Transport Authority.
I salute to the silence of people who do nothing against this height of bad-governance, mismanagement and slaughter of merit. Is there anyone alive to echo voice against this malpractice and inquire Chairman Spsc of these appointments?

When Ansar Abbasi uncovered the CSS scandal involving cheating in the examination from the Faisalabad centre, the dreams of a lot of candidates were shattered. They have now started doubting the credibility of the FPSC, which is regarded as one of the few institutions left in the country that selects officers purely on merit. Many have been commenting – on social media sites – that such practices (cheating) have been around for long and that there have been many candidates who have managed to qualify the exam using fraudulent means.
It is also a matter of serious concern as to who provided the official seals and stamps to the wrong-doers. Also, how could they have managed to replace the answer-sheets with the help of a postman? The public service commission needs to revisit its policies if it intends to prevent such incidents in the future. It must deal severely and legally with all the people involved and make sure these people are made and example of. The CSS examinations are very serious business in countries like Pakistan where jobs are already scarce for competent people.

Democratic country: Jinnah’s dream

The prevalent democratic form of government has completed its five-year constitutional period. Inevitably, it had many challenges to face in the beginning. But, it managed to face those challenges effectively.
No doubt, the style of propagating independence for Pakistan was also democratic. But after the sad demise of its founders, the democracy never survived for longer time.
Malignant role of institutions and pre-election rigging was common practice in history. Without democracy growth of Pakistan is not possible.
And everyone, be it an institution or a common man has understood that democracy is the only system which can prosper Pakistan. But, rigging an election will never make Pakistan a truly democratic country.
Hence, full independence to the Election commission, coupled with full fledged administrative powers, can make a difference.
Making Pakistan as envisioned by Jinnah is not the rocket science. What we need to do is to give authority to deserving, efficient, and loyal people which was the dream of Jinnah.

Letter To The Editor: Corruption and democracy

 Since the democracy started flourishing in the country, the corruption has become common.
Though, dictator’s rule also witnessed with corruption yet its rate is higher in democratic terms. Suspension of two democratic governments and implementation of NRO are ample proofs in this regard. Corruption and mismanagement always offer chance to military to intervene in civilian matters.
For permanent closure to military intervention, good governance and concept of welfare state system are best solutions. Whether democrats bring amendment in the constitution or improve political stability yet doors for military intervention shall always remain open.
Hence, those who chant slogans of democracy should seriously think that the democracy, we witness today, will survive for longer time, if the same style of governance is adopted again?

Pakistan is the acronym of Persian word “Pak” which means pure and “Istaan” which means territory. Therefore, Pakistan can be categorically defined as land of pure people. Before leading the topic towards present scenario,history of Pakistan should be given a focused view.
 Basically, Pakistan did not get independence on 14th of August 1947 rather it was made independent in the skies by the lord of heavens, earth, and all universes on 712 A.D when Muhammad Bin Qasim for the very first time hoisted  flag of Islam in Sindh and planted roots of Islam in Subcontinent which immediately grew up after Hindhi-Urdu controversy in post war of independence(1857) period. Though,it took time for Pakistan (The land of Hizbullah) to be officially independent yet it came into being on 27th of Ramzan considered as Lailatul Qadar a night better than thousands of nights on 14th of August 1947. During the course of independence struggle, our Muslim brothers burnt their all boats to make possible an independent sovereign state yet it’s worth mentioning that Education played pivotal role  in the whole struggle. 
Coming back to the roots that were planted in our soil by Muhammad Bin Qasim that why they took a number of centuries to be grown. Although, during this time course many rulers  ruled the masses yet their part can never be considered as independence struggle cause they all were practicing the nefarious designs of  Hizbu Shiyateen ( party of Ibless). Few of them went to such extent that Islam should be mixture  of all religions and termed it as Deen e Ilahi. Though, their motive of mixing Islam with other religions was completely political yet they were unsuccessful  in  their plans.
 In surah Al-Imran Ayat no 3:54 Allah says:” And they planned and Allah (also) planned, and Allah is the best of planners”. Allah punished all those rulers who misused his religion for their personal vested interests and most of the sufferers were Mughals. Not only He punished them but also brought changes in polluted Muslim societies which were affected by Mughals and other rulers through “Shaikh Ahmed Sirhindi , Shah Waliullah and other Sufis.
It appears as Allah went on cleaning the land(Sub-Continent) to make it the Land of Hezbollah (Party of Allah). And, during all these happenings, a number of wars also took place between Muslims and Infidels.Most prominent among those  wars was “ War of Independence” for which Muslims were declared responsible for the carnage and mutiny.In the post war period, Prophet of Education; Sir Syed Ahmed Khan emerged as a glimmer of hope for the Muslims.Though, he was like a drop of water in the drought yet many Muslims started pointing on their fingers over the credibility of Sir Syed. They went to such extent that they declared him through Fatwas as Kafir (Infidel). Reason of their in-depth loathe was mainly to not regain lost glory of education. They were of the view that Sir Syed wanted them to be like English but they did not understand the depth of his emphasis that it was not English’s education but of Muslims.And, a few decades later "Allama Iqbal" endorsed the same views in his poetry.
It goes without saying that “Sir Syed” was the next gardener of the plant that had been planted by Muhammad Bin Qasim. Sir Syed asked Muslims who were in the grip of chaos to acquire education. He knew that if Muslims would dedicate their head and heart towards politics their growth and separate state dream would be unachievable. That is the same we notice in the divine instruction. Allah says 857 times in Quran to get education more than salaat and zakat. It is also worth mentioning here that Allah himself chose education to guide his people however he revealed four different sacred books to different Prophets. Without an iota of doubt, Human beings particularly demon incarnates have always molded divine instructions according to their own wishes yet it is worth to mention here it is the only “Quran” which can never be omitted cause Allah has himself assured its protection.
(We have, without doubt, sent down the Reminder [i.e., the Quran]; and We will assuredly guard it [from corruption].) (Al-Hijr 15:9)
(It was We who revealed the law [to Moses]: therein was guidance and light. By its standard have been judged the Jews, by the prophets who bowed [as in Islam] to Allah's will, by the rabbis and the doctors of law: for to them was entrusted the protection of Allah's book, and they were witnesses thereto: therefore fear not men, but fear Me, and sell not My signs for a miserable price. If any do fail to judge by [the light of] what Allah hath revealed, they are [no better than] unbelievers.) (Al-Ma’idah 5:44)
To continue with post war period, though Sir Syed was neglected by many Mullahs yet he was helped by Allah to complete his mission. Mission of creating a separate Muslim state. Since, he disallowed Muslims to take part in politics even after the creation of “Congress” yet he himself politically declared in his two nation theory that Muslims and Hindus have different religion and culture thus they could not exist together.

During his time of struggle, Allah had already sent down his other soldiers to make possible a Muslims separate state and few of those soldiers were Quaid e Azam, Allama Muhammad Iqbal, Moulana Muhammad Ali johar, Moulana Shaukat Ali, Hasrat Mouhani, Salimullah Khan,Wiqarul Mulk ,Mohsinul Mulk etc. All these leaders  contributed their best in pre-independence struggle period and most of them were either disciples of Sir Syed or his students. Since, role of Congress was getting influential Muslims thought that they should also have a political party through which their genuine demands could be heard by the ruler. Hence, Politically, Pakistan came into existence on 1906 when Muslim League was formed.

Pakistan Judicial Reforms

What Reforms to be brought at lower and higher level of judiciary?
1.     A law should be legislated that would bind judges not to adjourn a case for more than 7 days. This point totally depends upon the quick delivery of facts and figures by the police. Coordination gap between police and judiciary should be bridged. 
      2.      A committee should be formed by CJ province which will hear complaints of the litigators and other issues pertaining to law.
3.      Free legal advisor should be provided to deserving and poor people. 
4.      E-justice: all cases should be computerized and maximum 15 days to be set to dispose of cases (final verdict br given maximum in two weeks)
5.      Administration of court should be made efficient and effective for speedy judicial system, for this right man on the right job.
6.      Postings, transfers and other related issues of judges should be dealt by superior judiciary instead of law ministry.
7.      Few provision of law should be part of the middle class syllabus for prevention of crime and augmentation of awareness on judicial or legal matters.
8.      The discouragement of the liberal adjournments granted by the subordinate courts and high courts.
9.      Bar council be more effective and honest,loyal and efficient lawyers should head the bar.
10.  Judicial investigation wing be set up to verify the fabricated charges.
11.  Salaries of judges be increased to discourage malpractice. 
12. Sms service can be used for coordination, dissemination of case information and hearing dates. This will hugely save time of court and plaintiffs. 
13. Vacancy for Judicial Ombudsman should be created and all issues pertaining to administration of courts should be dealt by Ombudsman. He must be appointed by Chief Justice of Supreme Court and prior to consideration his/her credibility should be a matter of serious concern.   
14. Outdated laws of evidence should be replaced with new laws.

Subject:      Contributing article on “Negative role of Media in Pakistan and World

Respected Sir,
As you know, the growing influence of Media, does not only affect psyche of the people but also throw them at the state of complete disparity. At International level, our posture has been  portrayed by our own media as “Dysfunctional Society”. This portrayal has largely affected our economy and progress. Though, it’s not hidden from you that Media in Pakistan to larger extent is biased and showing one side of the picture yet  I “being a CSS aspirant” contribute my article to PEMRA that suggests some stern measures to elevate media towards maturity.Respected Sir, Pakistan is facing a number of inside and outside challenges in different forms and they must be addressed adequately and efficiently. Hence, a broader change in PEMRA rules is need of the hour. I hope my article will help you in this regard and it’s also my sacred duty to defend my country from all demon incarnates. 
I look forward for positive response from you and hoping that the growing immature influence of Media will be thwarted.

Negative Role Of Media In World And In Pakistan

Synopsis
1.     Is Role of media in Pakistan totally biased?

It is biased due to one sided approach and it focuses more on commercialization than on stabilization of the country.
2.     The importance of article 19 has been vehemently violated by the current media or not?
Article 19 speaks of freedom of speech but in the name of freedom of speech country’s image at international level has been negatively portrayed by the so called fourth pillar of the state. It is not fourth pillar of the state that is considered in a number of western and eastern countries but rather it has become fifth column of the enemies.
3.     National interest of Pakistan and the concept of two nation theory have been literally distorted?
 Yes. Reasons are many; few among them are Indian dramas, Indian shows and Programs like voice of American aired, on the contrary the importance of our religion and state that bases on two nation theory are not aired to the larger extent. During the time of Indian attacks Kasab who was caught red handed, had been declared as Pakistani by so called Geo TV. While, hundreds of Americans, Raw agents, Mossad Agents are penetrating in Baluchistan and in Afghanistan their media never claimed their presence rather defended them to all possibilities.  This factor clearly imply to the world that Pakistan is the exporter of terrorism not of peace.
4.     Why media does all this shit?
Virtue is not sellable vice brings a lot of price that means the things that are comprised of goodness and of moral values do not bring money while the programs in which suicide bombers and evil things are shown that brings a lot of money. For instance, the theme of dramas which we used to watch on PTV are of good character and based on our traditional and cultural ethics but the dramas we see on rest of Pakistani channels are apoles apart
(showing Indian culture or copying it shamelessly).
5.      Comparison of Pakistani media with BBC, CNN and Fox?
Wherever in the world a mishap occurs it is presented as Muslims did this or responsible for it.  It is worthwhile to mention here, once there was a report on bbc of which headline was Muslim terrorist attacked on Nato.
Are we peace lovers or terrorist exporters? Certainly Muslims means followers of Islam which means peace then why are we maligned or labeled as terrorist? The same role intentionally or unintentionally has been vitally exercised by Pakistani media. All the day, news of havoc comprised on sensation is appearing on our TV screens while natural beauty and human and natural resources exist in Pakistan are partially touched. What is the difference between west and east media then?

6.     Nature of news reporting?
50 years ago there was a provision in media ethics that dead bodies should not be printed in the newspapers. This provision is whether part of Pakistani media or not but all the day Pakistani media shows dead bodies of the people on the TV which has no doubt created the concept of volatility and insecurity. Psyche of the people has been plundered and they are left at the status of depression and callousness. According to State bank of Pakistan 64 percent foreign direct investment in the country has been nosedived, why investors are frightened of investing in our country? Its answer is crystal clear that at the international level we are regarded as unsafe and most dangerous nation which had also been stated by many investors, companies’ owners and politicians.
7.     Why media uses this tool as a source of income?
Basically, Human by nature becomes happy when someone is scandalized or maligned. For instance,Sui Sothern Gas Company has been providing a very remarkable and meritorious service since a long time  but  its role has never been appreciated on the other hand when news of gas shortage start booming, Pakistani media presented SSGC AND SNGC as irresponsible and inefficient institution.

8.     Is this a type of war or has it been hijacked?
Geniuses of the world who believe more on facts and on ground realities are of the view that the current role of media in world in general and in Pakistan in particular is of psychological war of which conspiracy has been hatched by Jewish lobbies. To continue with the fact, media has been totally hijacked and dances over the tunes of the hijackers that are as mentioned above Jews. This has been confirmed by many theologians like zakir naik and great politicians like Mahatir mohammad.

9.     Has media been funded or used for vested interests?
Yes. It has been funded and used for personal vested interests. It was reported last year that 340$ million would be doled out to Pakistani media just for presenting America as a friend not foe, of which, outcome, came under the knowledge after the commencements of programs like voice of America in which culture of America that  has been nicely portrayed. On the other hand, programs like Big Boss and India award programs had also started appearing on our TV screens.

10.  Remedial measures:
Ø 1)    There should be code of conduct that must speak of cultural dignity,traditional values safety and neutrality.

Ø 2)    Rules and Regulations of Pemra should be upgraded and whosoever uses    media as anti state element or media itself falling prey to ignorance of its duties, can be made accountable.

Ø 3)    There should be independent commission that on regular basis keeps its vigilant watch over the role of media and issuance of licenses should be followed on the recommendation of the independent commission that after thorough study of the nature of channel and its future plans in black and white will direct PEMRA to issue new licenses to new channels.

Ø 4)    Biasness and affiliation with any political party of anchors should be investigated before their inductions by Intelligence bureau.

Ø 5)    There should be formation of a wing in ministry of Information that should be tasked with the assessment of news and reports and whenever any misinterpreted or fake fable is published or aired ,concerned authority should be liable with heavy fine.

Ø 6)    There should be formation of institutes that train media personnel at least annually. In training, they must be given a thorough understanding of national interest and policies of the state.

Ø 7)    Credibility of anchors should be matter of serious concern and exposed media anchors should not be inducted by any media channel like Amir Liaquat, Mubashir Luqman and Mehr Bukhari etc.

Ø 8)    Sub judicial cases should be strongly prohibited and Media should be directed in black and white that programs should not be aired on judicial matters.

Ø 9)    A team of observers should be formed to set vigilant watch on Media for recommending suggestions time to time to independent commission(discussed in clause No.3).

Ø 10)  Scandalizing someone for personal vested interest shall be deemed to cancellation of licence of Private Tv channels.

Ø 11)  A poll button should be placed on official web portal of PEMRA seeking votes on role of different news channels for  rating purpose.

Ø 12)  Promotion of culture should be prime focus of Media channels therefore PEMRA must determine which channel is promoting Pakistani culture and which is engaged in promotion of western culture.
